Normal Strength
Normal maps often come out of a bake at the wrong intensity. Detail that looked right in the baker disappears under your game lighting, or a tiling detail map takes over the whole surface. Rebaking to fix that is slow.
This scales the tilt up or down and rebuilds the map so it stays valid. Below 1 flattens the surface, above 1 exaggerates it. Flattening is safe. Pushing it up amplifies whatever noise is already in the map, so keep an eye on the flat areas as you go.
Can I flatten a normal map completely?
Set strength to 0 and every pixel goes flat. Handy as a neutral placeholder.
Why not just use a contrast slider in Photoshop?
Contrast moves the blue channel as well, which leaves you with a map that is no longer a valid normal map. It lights subtly wrong everywhere and it is hard to spot.
